Ground breaking ceremony for the installation of the first turbine in Zhanjaing

The first sample turbine of the windfarm invested by WWEI in Zhanjiang will be installed. The ceremony of the groundbreaking is held in Zhanjiang Donghai island on Dec 11th,2006.  Many officers of Zhanjiang government attended the ceremony.

The sample turbine is purchased from Guanghzou Yatu Ltd & Guangzhou Eggo Ltd. It is investigated by Guangdong western geo-engineering investigation institute, designed by Guangdong port construction bureau,installed by Zhonghai engeering bureau.  Construction will bevaccomplished within two months,then tested.

Mr.Li lian, secretary-general of Zhanjiang government said:“Zhanjiang government think the windfarm project is very important to Zhanjiang,so we will always to support windfarm in Zhanjiang.”  Mr.Yu Guosheng, Vice-Island Mayor， said:“Wind energy of Zhanjiang is abundant. We welcome WWEI to invest in Zhanjiang. We will provide best service to support the 600MW windfarm project.”

Welwind Energy International Corp is a wind energy investment enterprises in Canada, having much investment in many windfarm, and on the Board of Nasdaq (OTCBB:WWEI). In 2005, Windcor Energy International Ltd. gained access to  wind power market in China, plan to invest wind farm in Guangdong Zhanjiang city and Yangjiang city. It is expected to total 2.5 billion U.S. dollars investment in the next six years.

The ceremony shows that WWEI will continue to invest in Guangdong to build windfarms.

湛江盈风东海岛一期4.95万千瓦风电场样机工程奠基仪式
     2006年12月11日下午3时，伟力国际能源集团有限公司在中国投资的第一个风电场的首台风力发电样机在湛江市东海岛进行了简朴而隆重的工程奠基仪式。湛江市人民政府秘书长 李连先生、湛江市对外贸易经济合作局局长 陈志雄先生、加拿大伟力国际能源集团有限公司总裁 戴双能先生（Mr.Shannon de Delley）、湛江盈风风力发电有限公司董事长 赵崇坚先生、广州英格发电机有限公司董事长 邓允河先生、粤西地质勘察院副院长 汪汉杰先生、 中交第四航务工程局副总经理 陆瑞兴先生、中海工程局项目经理  刘金隆先生出席了奠基仪式。 此外，湛江市发展和改革局、湛江市城市规划局、湛江市海洋与渔业局、湛江市供电局的负责同志以及民安镇、龙湾村村委会干部和部分群众也出席了此次奠基仪式。
   
此次奠基的风力发电样机由湛江盈风风力发电有限公司从广东雅图实业投资有限公司、广州英格风电设备制造有限公司采购，由粤西地质勘察院组织地质勘察，中交第四航务工程局负责样机基础设计，中海工程局负责施工。预计两个月内安装完毕，并进入实地运行测试阶段。
湛江市政府李连秘书长在仪式上致辞，他代表湛江市委、市政府对此风电样机工程奠基表示祝贺。湛江政府十分重视风力资源的开发项目，因此会继续支持在湛江建设风力发电场。 随后，湛江市东海岛经济开发试验区管理委员会 余国胜主任 在致辞中也说到，湛江风力资源丰富，非常欢迎伟力公司在此投资风力发电场，管委会将会以最优质的服务以争取60万千瓦的风电场项目早日在东海岛启动。
   湛江盈风风力发电有限公司是美国纳斯达克上市公司——加拿大伟力国际能源集团有限公司（OTCBB:WWEI）在中国独资注册的风电项目开发公司。该公司于2006年1月着手在中国广东湛江、阳江投资、开发数个大型海滩及海上风力发电场，未来六年预计总投资25亿美元。
此次风电场样机工程奠基仪式标志着伟力国际能源集团有限公司、湛江盈风风力发电有限公司投资广东风力发电场迈上一个新台阶。
