On November 28, 2008, during a telephonic board meeting, the Board of Directors of Welwind Energy International Corp. (the "Company") appointed Mr. Zeng Zhigao to serve as a member of the Company's Board of Directors.

Mr. Zeng Zhigao - Biography

Since March, 2008, Mr. Zhigao has served as a director and Executive Vice General Manager of Zhanjiang Windcor Windfarm Ltd. and Yangjiang Welwind Windfarm Ltd. Prior to this from 2006 through early 2008, Mr. Zhigao served as a director and Deputy General Manager of Guangdong Luzhoushiji Pro-Environment Technology Co. Ltd. From 2001 to 2006, he served as the General Manager assistant and Engineer in Guangdong Overseas Construction Supervision Co. Ltd., where he was in charge of the management of engineering construction. Mr. Zhogao has a bachelor's degree in management.
